    Nominated Senator Raphael Chimera has petitioned the Senate Standing Committee on Land, Environment, and Natural Resources to launch an immediate investigation into severe land disenfranchisement, environmental degradation, and multi-million shilling compensation fraud spanning Kwale County at Mbuguni Settlement Scheme Maladministration.

    Addressing the floor of the Senate, the vocal senetor Chimera highlighted persistent administrative failures plaguing the Mbuguni Settlement Scheme in Mteza Village, Matuga Sub-county.

    The Issue: Legitimate property owners are facing displacement due to rampant double allocations and inconsistent allotment letters issued by land officials.

    The Demand: The lawmaker directed the Senate Committee to audit the scheme’s original survey records, isolate the root cause of overlapping land titles, and establish a framework for fair redress.

    “These administrative irregularities have disenfranchised legitimate owners and fueled persistent land disputes,” Chimera stated.

    Environmental and Health Crisis in Kinango

    The Senator further sounded the alarm over illegal dredging and sand harvesting activities across the Chidzini, Lutsangani, and Dzivani villages in Kinango Constituency.

    Ecological Damage:

    The unauthorized operations have systematically destroyed local vegetation and critical water catchment sources.

    Public Health Impact

    Senator Chimera drew the Senate’s attention to a worrying spike in illnesses among local children, directly linked to environmental pollution and the consumption of contaminated water.

    The Demand:

    He demanded for a comprehensive review of all legal permits issued to commercial operators, mandatory water safety testing, and immediate environmental restoration for the affected communities.

    Sh26 Million KETRACO Compensation Fraud.

    The petition capped off with serious allegations targeting the Shangia-Mariakani Kenya Electricity Transmission Company (KETRACO) Power Substation project corridor.

    Following numerous complaints from constituents, the legislator flagged potential financial misappropriation.

    The Discrepancy:

    According to Chimera approximately Ksh26 million earmarked for project-affected persons (PAPs) is suspected to have been paid out to fraudulent claimants and non-rightful owners of the acquired land parcels.

    The Demand

    The Lawmaker is pushing the Senate to compel KETRACO to publish a fully verified list of beneficiaries, initiate aggressive asset recovery on improperly disbursed funds, and clear outstanding payouts to genuine property owners without further delay.
